Thanks Bev. The CEG report will provide some good material, now that I'm taking out some of the sections specific to the Metro pilot.
A couple additional things to be thinking about:
1. A title for the project. "Regional Pathways to Family-Wage Jobs in Oregon"? Or does it need to include "prosperity"? (e.g., "Oregon Prosperity Initiative: Regional Pilot Projects")
2. Our goals for the pilot projects, including short- and long-term outcomes, and what specific criteria we will use to measure success and track outcomes over time. I expect some of the specifics will depend on which sectors / populations are selected, but we need to provide at least an example of what the goals / outcomes / criteria might look like.

· Duncan, Greg and I agree that we should probably not include the Metro area in the first round of our pilots as there is more groundwork to be laid in a dense and complicated environment. Sandi at OBA is excited about our model, however, so I think we should reference laying the groundwork with them for a phase 2 pilot for the Metro area working with them and building on the good work they have done. This also avoids the problem of NWAF believing they are already putting money on this issue in the Metro area through the PDC program which Bill Thorndike thought would be a problem.
· Greg and I thought that in addition to the Medford area the other area that might be ripe for this is Malheur County which has initiated the Poverty to Prosperity Malheur Recovery Plan. See attached. Given our short timeframe I have a call into Andy Bentz who is on the Steering Committee to see if they would even be interested. We can also explore Coos Curry area. I think where we are is that we would want to show that we have commitments from key leaders in each of our pilot areas and that the specifics of what we would specifically target would be part of the assessment process.
· The attached CEG report provides some background that might be helpful to reference in the grant. In specific pg. 22 (Oregon Programs), pg. 27 (system gaps), and pg. 36 (demonstration recommendation for pilots). Seems like we could use this report to bolster and back up our approach.
· Duncan and I agreed that there should probably be a very small budget in the grant for OBC oversight (I may take that on as a separate contract) and linking this effort’s various parts, staffing the Steering Committee, providing reports to NWAF, etc. We can discuss.
