OK, I have reviewed the entire document minus Sarah’s new version of the Intro. The marked up draft is attached. Here are the main points:

· Needs a cover letter (cyl will write)

· Methodology section needs to be about actual methodology of creating the plan (Cyl will write)

· I cut all the stuff referring to the Prosperity Initiating. I think we need to reference it in the cover letter and then include the full description and projects list in an appendix.

· Needs a Table of Contents.

· Needs a list of all contributors to the plan (the Prosperity Team). (Robert please provide this)

Overall, this is looking really, really good. I think the individual recommendations sections have together really nicely. Robert I think you probably put a Herculean effort into that piece – thank you.
