· If successful, Oregon Senate Bill 692 will build upon California’s leadership in energy efficiency to increase efficiency standards for electric appliances and plumbing fixtures in Oregon. SB 692 increases the established efficiency standards for products in Oregon and saves an additional 250 gigawatt hours of electricity (which is 6% of the capacity of Oregon’s only Coal Fired Power Plant, Boardman) and 355 million gallons of water over existing standards. The legislation provides a low-cost way to help achieve Oregon’s energy and water conservation goals while leveling the playing field in Western States by providing a consistent product platform for retailers.
Additional information:
Senate Bill 692-4 proposes to add energy use standards to televisions, plumbing fixtures, some commercial lights bulbs, and battery chargers. Standards proposed would cover a range of large and small battery chargers that are used in connection with many personal items containing rechargeable batteries. Provisions have been added to accommodate transitions in the repair and replacement markets. These provisions are similar to related appliance standards in place in California and were proposed (unsuccessfully) in Washington. The bill addresses television energy consumption, setting limits on energy use both in operation and standby modes. The proposed television standards are modeled after those in California, with the exception that the screen size limitation was removed. Senate Bill 692-4 also covers some light bulbs, invoking an efficiency standard for one style of halogen bulb. The implementation of the halogen light bulb standard is designed to coordinate with regional implementation efforts. Standards for water control valves associated with sinks, toilets, and urinals to limit water usage will save both water and the associated energy costs of pumping, heating, and treatment. The water provisions are similar to related appliance standards in place in California and currently proposed in Washington
