Relating to: regional air quality control authorities Summary: Revises membership representing cities on regional air quality control authority boards of directors to fix minimum and maximum numbers, to authorize cities of less than 25,000 population to combine to appoint members and to rotate such membership every two years among such cities, and to authorize participating cities of 25,000 or more to appoint additional members for each 35,0000 population, not to exceed three members.
